Youth Services History

California's alcohol and other drug (AOD) treatment system was established to address adult treatment issues and needs. However, there are critical differences between youth and adult AOD-related problems that require additional safety precautions, unique strategies, enhanced services, and distinctive staff expertise.

California has worked intensely to establish an appropriate system of care for substance using youth. Collaborative efforts have included a set of youth treatment guidelines, pilot programs, an annual conference, and training and technical assistance opportunities.

YS' Strategic Plan

YS' strategic vision is that comprehensive AOD services for substance-using youth and their families will be readily available (regardless of economic status, geographic location, or dependency status) as part of an integrated youth system of care.

YS' mission, in collaboration with its stakeholders, is to:

  • Improve the youth AOD treatment system of care;
  • Research and analyze issues and develop responsive youth treatment policies;
  • Coordinate with youth-related organizations to maximize and integrate services; and
  • Provide technical assistance and prevention resources to solve problems and increase awareness.

Youth Treatment Programs

The YTS currently oversees a statewide network of approximately 390 publicly funded alcohol and drug treatment programs that annually serve approximately 12,000 youth. In addition, there are an uncounted number of private, for-profit programs providing AOD treatment to youth.
