Statewide Advisory Group

The Substance Abuse and Crime Prevention Act of 2000 (SACPA) Statewide Advisory Group provided guidance to the Department of Alcohol and Drug Programs for the five years of the first program authorization, from 2001 through 2006. Its charter dealt with issues of implementation and early administration of the Act.

The Budget Act for Fiscal Year 2006-2007 added a significant new "Prop. 36 reform" component, the Offender Treatment Program (OTP), whose goal and purpose is to serve and enhance outcomes and accountability of Substance Abuse and Crime Prevention Act of 2000 (SACPA) program eligible offenders. The result has been a newly-constituted Offender Treatment Advisory Group (OTAG) to continue providing guidance to ADP under a new charter.
